Universitas Padjadjaran (Unpad) ensures that all employees have a formal and transparent mechanism to appeal employment-related decisions, including matters concerning pay, rights, and obligations. This policy is clearly regulated in Article 44 of the Rector Regulation on the Management of Non Civil Servant Education Staff (Non PNS TKU), which states that “all Non PNS TKUs have the opportunity to appeal against rights and/or obligations that are not in accordance with the agreement.” This provision guarantees that every education staff member can formally submit a complaint or appeal if they experience discrepancies in their employment conditions, remuneration, or treatment within the university.
The appeal process is implemented through a structured and transparent mechanism that ensures fairness, accountability, and institutional oversight at every stage. The process begins at the employee’s respective work unit, where the appeal is formally submitted and initially reviewed to clarify the nature of the issue, supporting documentation, and relevant policies. This initial stage allows for early resolution where possible and ensures that the appeal is properly documented before advancing further.
Following the unit-level review, the case is forwarded to the Directorate of Human Resources or the Directorate of Finance, depending on whether the appeal relates to employment matters, remuneration, or financial administration. At this stage, the appeal undergoes a more detailed assessment based on institutional regulations, employment contracts, and applicable governance standards. Each case is then evaluated by the HR Appeal Review Committee or the Remuneration Management Team, which functions as an independent body to ensure objectivity, consistency, and fairness in decision-making. These bodies assess the merits of the appeal, review evidence, and provide formal recommendations grounded in policy and best practice.
If the outcome of the review is deemed unsatisfactory by the employee, a clear escalation pathway is available. The appeal may be escalated to the Vice Rector for Resources and Governance, who conducts a further review to ensure procedural integrity and institutional compliance. As a final step, unresolved cases may be submitted to the Rector, whose decision represents the highest level of institutional authority. This multi-tiered process ensures that employee appeals are handled transparently, impartially, and responsibly, while reinforcing trust in the university’s governance and human resource management system.
Through this structured appeal system, Unpad guarantees fair and accountable employment practices, allowing every staff member to exercise their right to redress and ensuring that all employment decisions comply with the principles of transparency, justice, and decent work, in line with SDG 8 (Decent Work and Economic Growth).
