Whistleblowing Mechanism at Universitas Padjadjaran
Universitas Padjadjaran (Unpad) has formalised its commitment to ethical governance through the issuance of Rector’s Decree Number 478/UN6.RKT/Kep/HK/2020 concerning the Whistleblowing System at Universitas Padjadjaran, signed on 14 May 2020. The decree establishes a structured internal reporting mechanism through which members of the academic community, education personnel, alumni, and the general public may submit complaints related to abuse of authority, disciplinary violations, conflicts of interest, and suspected corruption, collusion, or nepotism within the university environment. Importantly, the system guarantees confidentiality: when the identity of a reporter is known, the complaint management team is obligated to keep that identity strictly confidential, except when required for investigative purposes.

To further strengthen accessibility and transparency, Unpad provides a dedicated public information disclosure portal through its Pejabat Pengelola Informasi dan Dokumentasi (PPID) website, which offers multiple reporting and grievance channels accessible to all stakeholders. These include procedures and forms for information requests, objection submissions, complaints against abuse of authority or violations by university officials and work partners, reports on illegal levies and gratification, as well as the Layanan Aspirasi dan Pengaduan Online Rakyat (LAPOR). All complaints are required to be followed up by the management team, forwarded to the relevant units ranging from the Rector and Vice Rector to Directors, Deans, and Unit Heads, and monitored quarterly to ensure accountability and transparency throughout the entire grievance handling process.

At the faculty level, the Faculty of Economics and Business (FEB Unpad) has developed its own Whistleblowing System, accessible at https://feb.unpad.ac.id/wbs/, allowing lecturers, education personnel, and students to report violations committed by unit leaders within the faculty, either with or without disclosing their identity. FEB Unpad guarantees full confidentiality of the reporter’s identity and provides whistleblower protection through a dedicated reporting channel (KANAL-WBS), ensuring that all parties feel safe to report misconduct without fear of retaliation. Reports may cover a broad range of violations including abuse of authority, conflicts of interest, suspected corruption, breaches of faculty and university ethical guidelines, and violations of standard operating procedures, and must be processed within 30 working days of submission.
