Protection of Labour Rights and Freedom of Association at Universitas Padjadjaran

Universitas Padjadjaran (Unpad) recognizes and protects the labour rights of all employees, ensuring freedom of association, equal opportunity, and fair treatment in the workplace. Although Unpad does not have a formal labour union, the university upholds the right of staff, both academic and administrative, to organize, communicate, and participate in institutional dialogue through existing representative bodies such as the Council of Professors and the Staff Forum. These platforms allow employees to raise concerns, share input, and engage in decision-making processes related to employment conditions.

The Rector’s Regulation on Non Civil Servant Education Staff explicitly guarantee equal employment opportunities and career advancement for all employees, regardless of gender, ethnicity, or background. Furthermore, the same regulation applies equally to all staff members, including women and international employees, ensuring that they enjoy the same rights, protections, and opportunities within the university.

 

Labour rights protected under this regulation include the right to fair and decent remuneration, equal access to allowances and benefits, and periodic salary increases based on rank, length of service, and performance. Employees are also entitled to comprehensive leave rights, including annual leave, sick leave, maternity and menstrual leave, and leave for important personal reasons, with income protection maintained during approved leave periods. These provisions ensure job security and income continuity in line with national labour standards.

 

In addition, Unpad provides employee protection and social security, including health insurance, accident insurance, life insurance, pension schemes, and legal assistance for work related cases. The regulation also safeguards the right to equal treatment and career opportunities, ensuring that promotion, competency development, and participation in institutional activities are conducted without discrimination based on gender, ethnicity, or background. Employees are granted the right to submit appeals regarding their rights and obligations through formal institutional mechanisms, reinforcing procedural fairness and accountability.

 

Through these policies and inclusive institutional practices, Unpad demonstrates its commitment to upholding fundamental labour rights, particularly freedom of association and equal treatment for all employees, in alignment with national labour laws and SDG 8’s principle of promoting decent work for all.
