Pay Scale Equity and Fair Remuneration Policy at Universitas Padjadjaran

Universitas Padjadjaran (Unpad) has established a transparent and standardized remuneration system through Rector Regulation No. 14 of 2022 on Guidelines for the Implementation of Remuneration for Lecturers and Education Staff. This policy ensures that all employees, both academic and administrative, receive fair compensation based solely on position, responsibilities, workload, and performance outcomes, regardless of gender, age, religion, or background.

Universitas Padjadjaran implements a structured mechanism for monitoring and evaluating pay scale implementation as outlined in the Guidelines for the Implementation of Remuneration contained in the appendix of Rector Regulation No. 14 of 2022. These guidelines establish clear procedures for determining salary, fixed allowances, and performance based incentives for lecturers, education staff, and managers, ensuring that compensation aligns with job roles, responsibilities, and performance targets. The remuneration structure described in Chapter II provides the foundation for consistent and transparent pay administration across all work units.

To maintain fairness, Unpad conducts regular monitoring through workload evaluations, performance contracts, and periodic reporting as required in Chapters III to V. Both lecturers and education staff are required to prepare Individual Performance Contracts (KKI), which are assessed by evaluation teams at faculty and university levels. These evaluations ensure that compensation, whether fixed income or performance incentives, is granted based on measurable outputs and workload fulfillment, preventing disparities that may arise from subjective or inconsistent assessments.

Furthermore, Chapters VI and VII reinforce accountability by standardizing performance point systems and outlining procedures for verifying achievement results each semester. This structured monitoring framework ensures that remuneration is applied objectively and equitably, supporting Unpad’s commitment to fair employment practices and alignment with SDG principles on decent work, transparency, and non discrimination.
