Universitas Padjadjaran’s Policy-Focused Research Collaboration with Government in 2024

In 2024, Universitas Padjadjaran (Unpad) strengthened its role in evidence based policymaking through a series of collaborative research initiatives with government agencies. The Department of Public Administration carried out a governance study in Temanggung Regency, providing recommendations to enhance administrative performance and public services. Unpad also partnered with the Ministry of Administrative and Bureaucratic Reform to support bureaucratic reform efforts and build leadership capacity. In the area of food security, Unpad worked with Kodim 0624 Bandung Regency to develop community based agricultural programs aimed at improving local resilience. At the regional level, the university collaborated with the Central Statistics Agency (BPS) of Sumedang Regency through the Pojok Statistik program to strengthen data literacy and support regional planning. Collectively, these efforts highlight Unpad’s commitment to linking academic research with government decision making to advance sustainable development.

 

Unpad Develops Policy Recommendations Through Governance Study in Temanggung

In May 2024, the Department of Government Science at Universitas Padjadjaran’s Faculty of Social and Political Sciences conducted a field study in collaboration with the Temanggung Regency Government to examine local governance dynamics and social change. Held from 6 to 9 May in Temanggung, Central Java, the program involved 75 Government Science students, including participants of the Indonesian Student Exchange Program. The study focused on understanding the governance challenges related to tobacco farmers’ welfare in a region known for producing some of the highest quality tobacco in Indonesia and globally. Through in depth observations with regional officials, the Indonesian Tobacco Farmers Association, tobacco farmers in Tlilir and Legoksari villages, and a discussion session with Acting Regent Hary Agung Prabowo, an alumnus of Unpad’s Government Science program, students gathered insights into ongoing issues and potential solutions. The fieldwork resulted in policy recommendations and a formal report to be presented to the Temanggung Regency Government, offering adaptive and forward looking inputs aligned with the principles of Dynamic Governance.

 

Strengthening Bureaucratic Reform: Unpad Engages in Policy Dialogue with the Ministry of PANRB

In May 2024, Universitas Padjadjaran held an online discussion titled “Bureaucratic Reform in Higher Education That Makes an Impact,” attended by academic and administrative leaders across the university. The session featured Rini Widyantini, Secretary of the Ministry of Administrative and Bureaucratic Reform (Kementerian PANRB), who emphasized the essential role of universities in strengthening Indonesia’s bureaucratic reform agenda through data driven analysis and evidence based policy support. She highlighted the ongoing collaboration between Kemenpan RB and Unpad, expressing hope for expanded initiatives that continue to leverage academic expertise. Rector Prof. Rina Indiastuti noted that Unpad has already integrated key principles of bureaucratic reform and continues to advance its digital governance systems, ensuring that all programs deliver clear, measurable outputs and outcomes. The discussion provided valuable insights for enhancing Unpad’s internal governance through collaborative, participatory, and productive approaches involving lecturers, staff, and students.

 

Unpad Drives Community Based Agricultural Innovation Through Partnership with Kodim 0624

In January 2024, Universitas Padjadjaran strengthened its contribution to food security in Bandung Regency by collaborating with Kodim 0624 and the regional government through the Babinsa Berdaya Saing program, which focuses on agricultural technology transfer and community capacity building. The partnership was formalized through a Memorandum of Understanding signed at the SPLPP of Unpad’s Faculty of Agriculture, marking a joint commitment to empower babinsa as facilitators of modern and appropriate agricultural technologies. Under this initiative, babinsa and agricultural extension workers will guide farmers in improving productivity, revitalizing underutilized land, and adopting technology based farming practices. Rector Prof. Rina Indiastuti emphasized the mutual learning between Unpad and babinsa in strengthening farmer assistance, supported by Unpad’s research facilities and agricultural innovations. The Regent of Bandung, Dadang Supriatna, praised the program as the first babinsa empowerment initiative in Indonesia, noting its potential to increase productivity, convert idle land into productive plots, and inspire students to engage with modern agriculture. This collaboration reflects Unpad’s commitment to delivering practical impact and advancing local food resilience through technology driven community empowerment.
