SDG 11: SUSTAINABLE CITIES AND COMMUNITIES
Urban growth and population living in urban areas in recent decades has continued to increase. According to the United Nation in 2018 as many as 55% of the world’s population live in urban areas, and the trend continues to increase and is projected to be 68% in 2050. According to the World bank (2020) 80% of GDP is also generated in urban areas, so with the increase in population in urban areas, planning Urban growth plays an important role in realizing sustainable development.
Urban growth and the population in it will have an impact on increasing energy consumption, the need for energy supply, water, infrastructure, settlements, transportation and spatial planning for the comfort and security of settlements as well as the potential for pollution that will be caused.
In Indonesia itself, countries and cities that are still growing and growing require good preparation for urban growth, anticipating the provision of clean land and water and guarding against air pollution. The big challenge is spatial planning so that the use of space in urban areas is not only comfortable and safe, but also access to basic services and balance the use of space. Poor management and planning of urban growth has the potential to contribute to the production of solid and liquid waste, air pollution and the emergence of slums.

Sustainable practices target
- Sustainable practices targets
- Promote sustainable commuting
- Allow remote working
- Affordable housing for employees
- Affordable housing for students
- Pedestrian priority on campus
- Local authority collaboration regarding planning and development
- Planning development – new build standards
- Building on brownfield sites

Universitas Padjadjaran (Unpad) is committed to promoting more sustainable commuting options for its community. The university measures and sets targets to encourage the use of non-motorized transport (such as walking and cycling), as well as shared and public transport options like vanpools, carpools, shuttle buses, and public transportation. Universitas Padjadjaran has implemented sustainability practices by providing campus transportation with 20 shuttle units, 3 Damri buses, several bicycles and 500 electric vehicles. Based on campus shuttle usage data in 2023 (data up to August), there is data on the lowest rate and highest data on campus shuttle usage by passengers each month. The campus shuttles operationalized by Unpad are 11 units out of a total of 15 existing units, with the rest functioning as reserve units. The lowest campus shuttle traffic is in July and the highest is in August 2023. Each campus shuttle has an average capacity of 20 people per unit. Based on calculations that have been carried out, there are at least 2,724 to 3,443 passengers who use the shuttle every day on campus. The average number of passengers in July is the lowest because this month academic activities at Padjadaran University are on holiday, while August is the peak when odd semester academic activities begin again.
The average number of passengers using the Campus Shuttle is increasing every year. This reflects the increasing interest of the Unpad community in using the campus shuttle. This is accompanied by routine rejuvenation and maintenance of the campus shuttle to maintain passenger comfort. Unpad is committed to encouraging campus shuttles as public transportation which can reduce the use of private vehicles on campus. In order to digitize the transportation system in line with technological developments, Unpad has developed a campus transportation detection feature called “lacakaku” which can be used simply by scanning the QR code that has been distributed in several corners of the campus. This feature is able to access information on the location of campus shuttles that are currently operating so that it can increase the effectiveness of time predictions and economic efficiency for students, lecturers and academic staff to mobilize on campus. Apart from tracking the campus shuttle, the “lacakaku” feature is also used to track campus building plans, the “Jalatista” fountain and cafeteria.

Hybrid Learning and Remote Working at Universitas Padjadjaran
Universitas Padjadjaran promotes flexible working arrangements, including telecommuting and remote working, as part of its commitment to sustainability and reducing the environmental impact of commuting. The university encourages these practices as a standard option for employees, especially through hybrid learning models.
Universitas Padjadjaran supports remote working for lecturers by holding hybrid learning activities. Hybrid learning at Universitas Padjadjaran can be an efficient and flexible educational solution in the digital era. This model combines face-to-face and online learning, allowing students and lecturers to interact in physical classes and via online platforms. Hybrid learning is beneficial in reducing the need for transportation, especially for students and lecturers. By reducing the number of physical trips to campus, hybrid learning contributes to reducing carbon emissions from motorized vehicles, both those based on fossil fuels such as cars and motorbikes and public transportation.
Remote working activities are regulated in the Rector Regulation of Universitas Padjadjaran Number 27 of 2022 Concerning Management of Non-Civil Servant Education Staff Within Universitas Padjadjaran. To be precise, article 36 states that Non-PNS TKUs can be allowed to work remotely/online to reduce the use of transportation and pollution.

Pedestrian Paths at Universitas Padjadjaran

Universitas Padjadjaran prioritizes pedestrian access on its campus to promote a safe, sustainable, and accessible environment for students, staff, and visitors. The university has designed its campus with wide, well-maintained pathways, pedestrian-friendly crossings, and green spaces that encourage walking.
Pedestrian paths at Universitas Padjadjaran support student and academic community activities by encouraging walking, which benefits physical health. Regular physical activity, such as walking, can help reduce the risk of obesity and improve overall fitness. Universitas Padjadjaran’s regulations on the Eco-Friendly Transportation Program prioritize the creation of pedestrian and cyclist paths on campus.
To enhance pedestrian safety, Unpad implemented a one-lane vehicle policy. Due to the hilly contour of the campus, having two vehicle lanes could be dangerous, especially when crossing. The one-way traffic policy helps reduce vehicle speeds and encourages more walking by making routes longer for motorized vehicles. Additionally, sidewalks foster social interaction among students from various faculties at Universitas Padjadjaran.

Vocational Building at Universitas Padjadjaran

On December 22, 2023, the Chancellor of Universitas Padjadjaran, Prof. Rina Indiastuti, inaugurated the Vocational Building on the Jatinangor Campus. This building was established to support the Unpad Vocational Education Program, offering additional facilities for students to study and practice.
The Chancellor emphasized the importance of vocational education, stating that the building is accessible to all students, not exclusively vocational students. There are also plans for a second development phase to add more laboratories. The director of the Vocational Education Program, Dina Sartika, outlined the building’s layout: the first floor hosts lecturer and student rooms and a collaboration room with industry, the second floor has leadership offices, and the third floor contains classrooms.
This facility is expected to enhance productivity and collaboration within the Unpad Vocational Education Program through a practice-based curriculum, competency certification tests, and industry partnerships.
