Energy Efficiency Policy for Sustainable Building and Renovation at Universitas Padjadjaran

Universitas Padjadjaran (Unpad) has established a comprehensive institutional framework ensuring that all construction, renovation, and maintenance projects comply with national and university level energy efficiency and sustainability standards. This framework is grounded in two key regulations. The first is the Rector’s Regulation on the Energy Conservation Development Program (2021), which provides a strategic foundation for energy management and conservation across all university facilities. Article 10 of this regulation requires all campus planning and infrastructure development to integrate energy efficient technologies and meet energy conservation standards. Article 12 establishes a systematic approach to energy management, mandating the creation of conservation programs, measurable annual and five year energy saving targets, periodic energy audits, and the implementation of audit based recommendations. Furthermore, Article 13(3) directs the Rector to enforce policies that standardize efficient technology applications, ensuring that all new builds and renovations follow sustainable design principles. These provisions are aligned with Unpad’s five year master plan for energy conservation and reflect the university’s long term sustainability roadmap.

 

The second regulation, Rector’s Regulation No. 13 of 2022 on Green Buildings at Universitas Padjadjaran, complements the 2021 energy conservation policy by providing technical and operational guidelines for implementing green building standards in every construction and renovation project. It mandates that new and existing buildings incorporate environmentally friendly designs, natural ventilation and lighting, energy efficient equipment, water conservation systems, and the use of sustainable building materials in accordance with national standards (SNI 03 6196 2011 and SNI 03 6389 2011). Together, these two Rector’s Regulations ensure that all Unpad construction and renovation projects adhere to both energy efficiency and green building principles, integrating smart technologies and sustainability criteria into every phase of campus development. Through these policies, Unpad demonstrates its strong commitment to sustainable campus operations, energy conservation, and greenhouse gas emission reduction, fully aligned with SDG 7 (Affordable and Clean Energy) and SDG 13 (Climate Action).
